If your goal is a 90/90 legendary it's more efficient to level the second ability at rare than at legendary due to feed power. if you just want a legendary now, fusing will get you the average of the second stat. (but will not effect the max)I would use doom bow, if you're running high-difficulty content chances are the enemies have high def, the low rof helps with that. Leaf bow is better dps but can't Pierce and is worse on high def, so I would usually stick to doom bow.
