I have never seen a solenoid problem cause a 4l60 to not shift to third. If a solenoid is shorted or open, the computer sees this and locks the trans into third gear, which is fail safe. If the trans shifts from first to second normally but the motor just revs up when it should be in third, the 3-4 clutch has failed.
